Resolution

To enable DMS-16627, the following two parameters must be set to True in the Intelligent Configuration Manager:

Application.ACM.S4Hana.ComplexServiceHierarchyRFQSupport
Application.ACM.ComplexServiceHierarchy.Enabled

The default value for both parameters is False.
