Why is the Add Non-Catalog Item button not visible to a user when creating a requisition?

If a user belongs to the No Ad-hoc Item user group, then they cannot create a non-catalog item on a requisition. This group restricts you from ordering non-catalog items, even if you are already a member of the Purchasing User group.
