PayPal has collaborated with  ComplyExchange, which is an online, interactive onboarding tool to electronically collect IRS forms with real-time validation leveraging the latest IRS guidelines. So, to educate their suppliers, PayPal has created this document and are willing to add to the SIP to guide their suppliers.
