This feature allows suppliers to decline to bid on a line item, and adds support for the event rule "Require participant to give a reason for declining to bid".
Suppliers when bidding on items within a sourcing event need the ability to decline participation in bidding on specific line items. They may have a desire to bid on some items and not on others, so providing the option to decline to bid enables suppliers to communicate that intent to buyers and does not leave ambiguity about the suppliers intent.
Provides clarity and specifics about why a supplier has declined to bid on a particular item which may result in a faster request to quote completion process, thereby decreasing the cost of sourcing activities for buyers.

Your site must have guided sourcing enabled and you must be a member of the Category Buyer group.
You must be the event owner or have project owner capabilities for the event.
You need to turn on the bidding rule Require participant to give a reason for declining to bid. To do so, see Guided sourcing event rules.
Analytical reports do not show the reasons for declining to bid.
The reasons are not exported when you use SOAP web services to export content from an event.
