Outbound transactions from SAP Integration Suite, managed gateway for spend management and SAP Business Network fail with error: Could not send message
When trying to send any outbound request in SAP Integration Suite, managed gateway for spend management and SAP Business Network to ERP the transaction fails with following error: Could not send message
Managed Gateway for Spend&Network Error: Could not send message is a generic error. Below steps should be followed only when ERP transaction code SICF > External Aliases > virtual hosts show error: Target service not available - repair table for the failing transaction service. To locate and repair the inconsistencies:
- Run ICFTREE_CONSISTENCY program via SE38 tcode.
- Look for the table "Dangling entries in ICFALIAS (under wrong virtual host)" to know incorrect virtual hosts.
- Repair inconsistencies by running REPAIR_HTTPTREE program via SE38 tcode.
- Tcode SICF > Define Services > Hierarchy Type insert ALIAS > Execute.
- In new screen click External Aliases > Expand the segment default_host > Double click virtual host related to the failed transaction.
- Verify if the Target Element field contains the correct path. If this field does not match with the External Alias information even after running the program, approach your basis team to revert the configuration and reconfigure the aliases.

Inconsistencies in the data from ICF (Internet Communication Frameworks) service tables due to system refresh/transport.
