Why can't I delete a document or document task from a Sourcing Project Template?

Even with a template in draft status (editing) you will need to keep a couple of things in mind:

Documents cannot be deleted if there are tasks associated with them.

Document tasks cannot be deleted from the Tasks Tab of the sourcing project. Navigate to the document View Details section. You will be able to delete the tasks from there.
