Symptom

I want to enable the Act As feature (PL-16983) so that users who are not in the Customer Administrator group can act as other users. The Act As group is not visible in User Manager. How can I enable this functionality?

Resolution

Contact SAP Support to request that feature toggle PL-16983 (Enable Act As Feature) be enabled in your realm.
In the case, specify whether the feature is required in your Test realm, Production realm, or both.
Once enabled, go to Manage > Core Administration/Administration > User Manager.
Assign the Act As group to the users who need to act as other users.

If your realm is suite-integrated, request the feature to be enabled on both the Sourcing and Buyer sites.
