Symptom

User not able to create sourcing project from sourcing request that was created by external system.

Error: You do not have Permission to create this Sourcing Project.

Cause

The user is not an administrator or does not have the owner permission in the sourcing request, hence they receive the error, You do not have Permission to create this Sourcing Project.

A user can create a sourcing project from a sourcing request only if they are an administrator or a project owner. If the user is not a part of any administrator groups in the system or the Project Owner group in the sourcing request, they will not be able to create a sourcing project.

Resolution

Depending on the situation, there are a few ways you can provide the user with the permission. See below for several scenarios:

The user should be able to create sourcing projects from a placeholder in a sourcing request but should not be able to create adhoc sourcing projects – In the sourcing request template, add the user as a project owner of the sourcing request and also assign them a system group like Junior Sourcing Agent to allow them to create a sourcing project in a sourcing request. Only sub projects created in the template will be able to be created by this user and once they create the project, they will become the sourcing project owner and the project will be read-only to others.
The user should be able to create sourcing projects from a placeholder in a sourcing request and also be able to create adhoc sourcing projects (controlled at the template level) – In the sourcing request template, create a custom project group and assign the Project Owner role to it. Add the user to this group. Once the sourcing request is created, the user will be added as a project owner of the sourcing request automatically and will be able to create/edit sourcing projects.
The user should be able to create sourcing projects from a placeholder in a sourcing request and also be able to create adhoc sourcing projects (controlled at the system level) – Assign the user the Sourcing Project Administrator role so that they can edit and create both sourcing requests and sourcing projects.

For integrated sourcing requests, there can only be one owner. You must add the additional users under a custom group that has been assigned the Project Owner role.
