Some users are unable to process manual orders in SAP Ariba Buying.
In the default configuration, only members of the following procurement groups have access to processing manual orders and receiving manual order-related email notifications:
However, your realm can be configured to allow either the requester and preparer or members of the Manual Order Processor group to manage manual orders in addition to members of the procurement groups at a given time.
To enable additional users to process manual orders, the parameter Application.Procure.ManageManualOrderProcessorsAndEmailNotificationRecipients needs to be configured. Furthermore, the realm feature PR-423: Manage Manual Order Processors And Email Notification Recipients must also be enabled.
This parameter takes any one of the following values:
Irrespective of the parameter value, members of the procurement groups can always process manual orders. However, members of the procurement groups do not receive email notifications if the parameter value is set to either RequesterAndPreparer or ManualOrderProcessor.
Note: Default value of the parameter: ProcurementGroups.

To control the email notification sent to the preparer and requester, the parameter Application.Purchasing.SendMailToPreparerAndRequesterOnPurchaseOrderGeneration can be toggled. This is available as a self-service parameter in Intelligent Configuration Manager (ICM).
