Quantity field QTY is non editable when you change the Purchase Requisition (PR) or Purchase Order (PO) for Item Category set as Service at the Line level.

This is an expected system design. When you have Item Category set as Service, system does not allow you to change the quantity on PR or PO change. It is irrespective of the radio button Service Item to Set Yes or No.
