This issue occurred even though the feature for raising tax exceptions on line-item credit memos was enabled and the parameters Application.Invoicing.SkipLineCreditMemoExceptions and Application.Invoicing.LineCreditMemoExceptionLineCategories were correctly set.

Now, there's a way to have the Withholding Tax Calculation Failed exception apply to line-item credit memos: SAP Ariba Customer Support can add the entry WHTTax to the site configuration parameter Application.Invoicing.LineCreditMemoExceptionLineCategories.
